安省提名计划国际留学生类别（Employer Job Offer: International Student stream）是面向在加拿大完成合格学历、并获得安省雇主提供的全职、永久工作机会的毕业生通道，适合希望通过安省雇主担保实现移民加拿大的国际学生。在众多安省省提名移民项目中，国际留学生类别对申请人要求相对宽松，申请人无需工作经验便能申请省提名和枫叶卡。

适合人群

• 在加拿大全日制留学生：包括两年制学位/文凭、或一年制研究生学位/文凭（合格加拿大院校），以及一年制研究生证书（需为合格安省院校）；
• 有安省job offer：岗位必须是合格的job offer（全职+永久，并满足安省对工作岗位/职业层级等要求）。

申请条件

该项目使用EOI (Expression of Interest) 打分系统。EOI系统对申请人的条件，包括但不限于语言能力、教育水平、工作经验、适应性等进行评分，通过分数的高低来择优邀请符合条件的申请者。接下来，让我们看看项目对雇主、工作聘用书以及雇员的要求，分析一下怎样才能成功获邀。

申请人要求

该项目使用EOI (Expression of Interest) 打分系统。根据2022年11月新版EOI系统，该移民项目的满分为118分。申请人在满足基本要求后方可入池打分。

• 申请人需在符合条件的教育机构获得符合要求的学历：
  • 至少两年全日制的本科/大专学位或文凭；
  • 或至少一年全日制的研究生学位或文凭；
  • 或至少一年全日制的安省学院研究生证书/大学研究生证书
• 提供有效执照或其他授权（如适用）；
• 获得永久居留权之后有计划住在安省；
• 如果是在加拿大境内申请，申请时必须具有合法身份（访客记录、学习许可或工作许可）。

雇主要求

• 在安大略省有营业场所，并已经从事活跃业务至少三年；
• 证明在向申请人提供职位之前已做出合理积极的努力来招聘加拿大公民或永久居民但无果；
• 企业年收入：
  • 大多伦多地区内的企业：100万加币以上；
  • 大多伦多地区以外的企业：50万加币以上；
• 全职员工人数：
  • 大多伦多地区内的企业：至少5位加拿大公民或永久居民；
  • 大多伦多地区以外的企业：至少3位加拿大公民或永久居民。

工作聘用书要求

• 必须为全职（每年至少 1,560 小时，每周至少 30 小时的带薪工作）、长期（即无结束日期）的工作聘用书；
• 工作职位必须属于国家职业分类( NOC )的 TEER 类别 0、1、2 或 3 的技术职业；
• 工资水平必须满足或高于当地相同职业的最低工资水平（可以在Job Bank网站查询最低工资水平）；
• 职位必须是雇主业务所急需的；
• 工作地点必须在安省。

申请流程和审理时间

1. 第一步：签约评估；
2. 第二步：匹配雇主，准备材料、提交EOI资料；
3. 第三步：递交安省省提名申请；
4. 第四步：安省省提名证书获批（2-3个月）；
5. 第五步：递交联邦申请（15-19个月）；
6. 第六步：获批枫叶卡。
